KASKADE

When a power line fails, hospitals switch to emergency power, water utilities lose pumps, and authorities have to decide quickly. The knowledge needed for these decisions exists, but it is scattered across hundreds of pages of emergency plans in different organisations.

In KASKADE – KRITIS Decision Intelligence Platform for Critical Infrastructures, language models transform the emergency plans of hospitals, utilities and authorities into composable decision objects that carry meaning and uncertainty. Linked in a computed model of interdependencies, these objects recompute the cascade when an input fails. Each organisation shares only what it releases, AI agents propose options, and humans take traceable decisions.

KASKADE is a joint project with Cavorit, in which I am project lead at HWR Berlin. The project sketch was submitted in October 2026 to the Federal Ministry for Digital Transformation and Government Modernisation (BMDS) in the programme Digital Tech-to-Product; the pilot partner is Helios Schwerin.
